It Helps to Have a Little Brother to Play With: While waiting for the
J-Church streetcar at 24th and Church streets last month, weary
commuters entertained themselves with books and magazines, in between
taking short snoozes in their hoodies. Would the train arrive soon? No
one could be sure. In Muni's second-quarter service review for FY
2009, the J-Church recorded the worst on-time performance of any rail
line in the city (64.9%). To find out the cause, Supervisor Bevan
Dufty in May asked the city controller to conduct a second audit of
the line (the first was done in 2007). According to Muni surveys, the
J has more than 13,000 weekday passengers.
